Homeless Services
The Ashland City Council recognizes homelessness as a critical issue in our community. We are actively working with local partners to reduce the hardships that contribute to homelessness and to expand access to affordable housing, especially for unsheltered residents and families with children who are at risk of becoming homeless. Our approach is collaborative, and we are adapting a range of best practices to meet Ashland’s specific needs.
Dusk to Dawn Sleeping Lawn at 1175 East Main Street
We provide a designated, temporary overnight camping option for individuals experiencing homelessness. This managed space offers a safe and structured environment where guests may set up camp between 7 p.m. and 7:30 a.m., with clear rules designed to protect health, safety and community access. By offering this location, the City aims to balance compassion and support for those in need with public safety and sanitation, while also connecting guests to local resources for housing, recovery and stability.
2200 Ashland Street Property, Severe Weather Shelter Site
In 2023, the City acquired the 1.2-acre property at 2200 Ashland Street, which includes a 3,097-square-foot building, for use as a severe weather shelter. In November 2024, the Homeless Services Masterplan Ad Hoc Committee completed a Master Plan (PDF) for the site. The recommendations outlined in this plan will guide the development of a comprehensive Facility Plan.

Agreement to Operate and Coordinate Services for the Severe Weather Shelter
We have finalized an agreement with OHRA (Opportunities for Housing, Resources & Assistance) for the provision of a severe weather shelter at 2200 Ashland Street. The shelter will open for overnight guests December 5, 2025 through April 2026.

Below are additional details of the 2200 Ashland Street property, from funding to the history of the property. In addition, see the list of local resources and providers.
Funding to support the property acquisition and development includes:
Acquisition
- $1.158 million of "All In" grant funding from the State
- $1.0 million in Department of Administrative Services grant funding
Management/Use
- $200K of the City of Ashland General Fund monies approved in the 23 to 25 Biennium Budget for inclement weather sheltering (or $100 thousand per year)
Development
- In 2025, approximately $590,000 in Opioid Settlement Funds and $260,000 in Community Development Block Grant funding is earmarked for shelter upgrades
Prior to securing this location, an emergency inclement weather shelter operated at various locations over time within the City, including Pioneer Hall, The Grove and at donated or rented private property locations. The lack of a permanent facility for this program had been a problem for several years, one that was getting more difficult as we experience greater weather extremes and more smoke challenges. The purchase of 2200 Ashland Street will ensure that we have a building for those occasions where weather poses a potentially deadly risk to unhoused residents.

2023
- In 2023, the City Council budgeted $200,000 over the two-year City budget for 2023 to 2025,to support the severe weather shelter at 2200 Ashland Street, which opened during periods of:
- Extreme cold (less than 32 degrees Fahrenheit)
- Extreme heat (over 95 degrees Fahrenheit)
- Dangerous air quality due to wildfire smoke (over 150 on the Air Quality Index).

2024-2025
The shelter at 2200 Ashland Street could not be fully utilized due to Fire Code restrictions, which limited use to no more than 90 days per year.
- On January 9, 2024, Governor Kotek signed EO-24-02, which afforded the City to keep the shelter operational through March 31, 2024.
- On October 9, 2024, a public forum was held to address questions about the property. View questions (PDF)
- In November 2024, we partnered with Southern Oregon Jobs with Justice (SOJWJ) and the First Presbyterian Church of Ashland to provide emergency shelter at a local church from November 27, 2024, through December 31, 2024.
- Also in November 2024, Council voted to use CDBG (Community Development Grant Block) funds to upgrade 2200 Ashland Street for year-round use.
- In late December 2024, we partnered with Rogue Retreat to manage a severe weather shelter at 2200 Ashland Street, which was available nightly through March 31, 2025.
- On December 1, 2025, we entered into an with OHRA (Opportunities for Housing, Resources and Assistance) to operate and coordinate services for the Severe Weather Shelter at 2200 Ashland Street for the 2025-2026 winter months.
Phase I Design Build Project, spring 2025
In late spring 2025, Outlier Construction and Arkitek were selected for the design-build contract ($43,640*) for severe weather shelter upgrades. The project focused on designing and constructing the following improvements:
Upgrading the facility to meet all current building code requirements for operation as a severe weather shelter.
Providing sleeping accommodations throughout the building, including the garage area, for unhoused individuals during emergencies and severe weather events.
Constructing a new shower facility with two full restrooms in the main building, while retaining the existing family-style restrooms to support hygiene services for the unhoused and use during emergencies.
Building an additional family-style full restroom with a shower in the garage area for use by the unhoused and during emergencies.
Installing a laundry facility with capacity for two washers and two dryers, available for the unhoused and emergency use.
Design work is currently underway. Once a design is finalized, a Guaranteed Maximum Price (GMP) for construction will be established. We anticipate presenting the GMP to City Council for approval in early August. Construction is expected to begin in August, with a targeted completion date of October 31, 2025. This project is funded by Community Development Block Grants in the amount of $260,395.41, as well as opioid response funding.
*The contract value for the design phase was below the threshold requiring Council approval.
Phase II Construction, summer and fall 2025
At the August 19, 2025, City Council Business Meeting, the Emergency Shelter Contract Amendment Phase II, Guaranteed Maximum Construction Price, was presented to Council.
Council approved the contract amendment with Outlier Construction Company for the Emergency Shelter Upgrade Project including alternates #1 and 2 in an amount not to exceed $947,936.

The following motion was also adopted by City Council, in reference to 2200 Ashland Street:
Councilor Bloom moved to direct staff to do the following before the building becomes operational: that no shower or laundry trailer will be allowed unless in the event of a citywide emergency; that there will be no camping or outdoor lodging unless with the express permission of the city council; that the selection of service providers for the building must be approved by council; that all access to services will be by appointment only; that property should be fenced and well maintained with additional trees, fire safe landscaping, continuous weed abatement, and routine maintenance to keep the site visually in line with other city facilities; and that before the building is operational, there is a clear operational budget for the expenses the City would be responsible for.
