Homeless Services

The Ashland City Council recognizes homelessness as a critical issue in our community. We are actively working with local partners to reduce the hardships that contribute to homelessness and to expand access to affordable housing, especially for unsheltered residents and families with children who are at risk of becoming homeless. Our approach is collaborative, and we are adapting a range of best practices to meet Ashland’s specific needs. 

We provide a designated, temporary overnight camping option for individuals experiencing homelessness. This managed space offers a safe and structured environment where guests may set up camp between 7 p.m. and 7:30 a.m., with clear rules designed to protect health, safety and community access. By offering this location, the City aims to balance compassion and support for those in need with public safety and sanitation, while also connecting guests to local resources for housing, recovery and stability. 

2200 Ashland Street Property, Severe Weather Shelter Site

In 2023, the City acquired the 1.2-acre property at 2200 Ashland Street, which includes a 3,097-square-foot building, for use as a severe weather shelter. In November 2024, the Homeless Services Masterplan Ad Hoc Committee completed a Master Plan (PDF) for the site. The recommendations outlined in this plan will guide the development of a comprehensive Facility Plan.

Agreement to Operate and Coordinate Services for the Severe Weather Shelter 

We have finalized an agreement with OHRA (Opportunities for Housing, Resources & Assistance) for the provision of a severe weather shelter at 2200 Ashland Street. The shelter will open for overnight guests December 5, 2025 through April 2026.
