Banner Permit Application

  1. Important Information

    Thank you for your interest in applying for a banner permit. Applications MUST be received greater than 90 days prior to first day the banner is to be hung. Applications that are submitted within the three month requirement will not be considered. 

    As of April 1, 2025, the City guidelines for banners have been updated to align with ODOT permitting requirements. Due to this, many banners that were permitted in the past will no longer qualify for approval. Please review all specifications carefully prior to submitting an application. 

    As of July 1, 2025, Banner permitting fees have increased to $128.25 per application.

    The Event Must-

    • Be a celebration of a legal holiday, a fair, rodeo, roundup, exposition, or other civic event held at a specific time and place but does not include a celebration of a political party, candidate, or cause
    • Be located within a 5-mile radius of the banner's location
    • Be sponsored, endorsed, or recognized by a City, County, or State Agency. 
    • Be two weeks or shorter induration
    • Be open to the general public

    No banners are hung during the winter holiday season, typically from the week of Thanksgiving through the first week of January.

    Any events or banners outside of the above guidelines are subject to rejection. 

  2. Please write exactly what will be printed on the banner, and describe the nature of the event to be displayed. All banners will be reviewed for any offensive or inappropriate messages or content by the City of Ashland and ODOT. 

  3. Please attach a mockup or photo of existing banner to be submitted for ODOT's approval. 

  4. Requested dates are not guaranteed to be available. If the date you have requested is not available, you will be promptly contacted with alternate date options. 

  5. Banner Terms & Conditions

    At the time the banner is approved by ODOT and a permit is granted, a $128.25 invoice will be sent to the organization listed above. The fee must be paid in full by the Friday before the banner is to be hung. Banners will not be hung without proof of payment.

    Following approval and payment, banners are to be delivered to the City's Electric Department, located at 90 North Mountain Ave. Drop off must happen at least ten days prior to the Monday the banner is to be hung. Please email electric@ashland.or.us or call 541-488-5357 for directions and additional information. Please note: the Electric Department is open from 7:00am - 3:30pm, M-F. Drop offs cannot be scheduled outside of working hours. 

    Please make arrangements with the Electric Department to retrieve your banner within 14 days of the banner's removal from East Main St. The Electric Department will not be responsible for any loss or damage that may occur to the banner after that time. 

    If and only if the banner is determined to meet all City and ODOT criteria, a banner application will be approved.
