Facility Condition Assessment 2024

In 2024, McKinstry, a subconsultant to ORW Architecture, performed a Facility Condition Assessment (FCA) of City-owned buildings and Parks facilities. The purpose of the assessment was to provide data-driven insights to support capital planning, maintenance prioritization and operational budgeting. The FCA evaluated mechanical, electrical, plumbing, fire protection, structural, roofing and accessibility systems across multiple sites.

McKinstry assessed more than 30 City facilities through detailed, non-invasive visual inspections to evaluate overall condition, identify deficiencies and gain an understanding of the existing infrastructure.

Facility assets were scored using McKinstry’s standard rating system for asset condition and impact of failure. Replacement cost estimates, including equipment and installation, were developed for each asset. Each facility received a condition assessment prospectus sheet summarizing its overall condition, 10-year capital cost projections, and itemized descriptions of identified issues.

The findings are intended to guide short-, medium- and long-term capital investments to ensure City assets remain safe, functional and compliant with current codes and standards.

 

Key Findings – Overall Condition

  • The average remaining useful life of assessed assets across all properties is approximately 6.3 years.
  • Many of the City’s HVAC, roofing, and electrical systems have exceeded their expected service life.
  • The average Facility Condition Index (FCI) for City buildings falls within the moderate range (0.10–0.40), indicating aging but generally serviceable infrastructure.
