  • Facility costs for general/regular maintenance from 2021 through 2025 averaged $16,534 per year. These costs included labor, equipment and materials for minor repairs, nuisance animal control and fire extinguisher inspections. Regular outsourced cleaning services were also included.

In early 2026, City Hall was inspected by Oregon Commercial Property Inspections. The cost estimates below are rough planning-level ranges based on visible conditions, the age of building systems and typical regional construction costs. No contractor bids or invasive testing were conducted.

The following estimates reflect the anticipated costs required to maintain the building at its current condition and at or near existing code compliance. These projections exclude ADA compliance upgrades, seismic improvements and individual repair items with costs under $1,000. Only projects exceeding $1,000 are included.

  • Immediate needs: $229,500 to $359,000

  • Anticipated within 1 to 3 years: $167,000 to $267,000

  • Anticipated within 4 to 5 years: $360,000 to $720,000

Actual costs may vary based on final project scope, design decisions, regulatory requirements and prevailing market conditions.

Key Cost Drivers

Major cost drivers include roof replacement, aging HVAC equipment that uses R-22 refrigerant, electrical system upgrades and seismic weaknesses related to unreinforced masonry construction. Deferred maintenance increases the likelihood of higher near- and mid-term expenditures.
