Low Income Utilities Discount

The City of Ashland offers a year-round 30% discount on Electric, Water, and Sewer charges for income-qualified persons whose total household income is at or below 200% of the Federal Poverty Level for a maximum of $400 each year. The discount is valid for one year beginning July 1 until June 30, or a maximum of $400 is reached. Households must apply each year by July 1 to receive the next years funding. Each applicant is required to have an Energy and Water Audit completed by the Conservation Department within the first 2 years of qualifying for the discount program. The Audits will be valid for 3 years after that. Documentation of a completed audit must be submitted to the utility billing office to qualify for additional funding. To qualify for the year-round assistance, the total household income shall not exceed the amounts below:

Emergency HEAT Assistance

This program serves residents of any age, once a year, who have received a disconnect notice on their utility bill.  To qualify for the one-time utility assistance, the account must be no more than $100.00 past due, not have received this funding within the last 12 months, and total household income shall not exceed the amounts below:

Ways You Can Help

How can you help?  Round up!
Many of Ashland's low-income residents have difficulty paying their basic monthly utility services.

The City of Ashland's Round-up program allows Ashland utility customers to voluntarily round-up their utility bills to the nearest dollar. The additional funds accumulated will be devoted to assisting low-income Ashland residents with their monthly utility bills. Customers who qualify for low-income assistance are screened to determine eligibility. Occasionally, customers who do not necessarily qualify as low-income may need some assistance due to personal difficulties. These funds will be used to assist both qualified, low-income customers and customers who find themselves in an emergency situation. This program is on a one time per year only basis.
