Court Information

The Court has jurisdiction over three types of cases, all of which must take place within the Ashland City limits: traffic violations, violations of the Ashland Municipal Code, and most misdemeanors.

Minor traffic and Municipal Code violations can be handled at the front counter by the Court staff. Court clerks are authorized to offer the same options as the Judge would assess in Court. 

All criminal cases and trials are heard by the Judge at the Municipal Court house. Juvenile traffic violations are also heard by the Judge on specific dates set by the Court. Virtual appearances may be requested for those residing outside of Ashland. 

Any questions regarding the Ashland Municipal Court may be addressed by letter, email, or phone during normal business hours.

The Court will be closed on Thursday, October 16, 2025 for a jury trial. The Court will re-open on October 20, 2025 at 9:00 AM.


Judge Ryan Mulkins

Ryan Mulkins was officially appointed as the new judge of the Ashland Municipal Court on November 19, 2024. An attorney since 2005, Judge Mulkins brings extensive experience to the role. He spent the majority of his career as a prosecuting attorney, including 14 years with the Josephine County District Attorney’s Office, where he also served as District Attorney for five years. In addition, he has worked as a criminal defense attorney and most recently served as a Deputy District Attorney in Jackson County. Judge Mulkins has also worked as a Pro Tem Judge for the Medford Municipal Court.

Judge Mulkins shared his excitement saying, “I am thrilled to have been appointed as Ashland Municipal Court Judge. I have worked in public service for almost the entirety of my career and could not be happier to continue in public service in my new role.”
